First outline for the network

Early 2006, a first outline of the network was developed based on the needs assessment.
The essential elements of this first outline were:

• The working process should remain rather informal
• A bureaucratic democratic process may divert the members attention away from educational output
• Access to information should be guaranteed
• There should be opportunities to take part in practical projects
• To prevent competition for funds and to make acquisition transparent, the learning community needs to be separated from the management of projects and funds
